Por conseguinte, os consórcios públicos se consistem na união entre entes da federação, sem fins lucrativos, com a finalidade de prestar serviços e desenvolver ações conjuntas que visem o interesse coletivo e benefícios públicos. Estes entes podem se associar quando constituídos pela mesma esfera de governo (forma horizontal) ou de forma vertical, quando constituídos por entes de diferentes esferas. Tais entres adquiriram relevância, devendo merecer atenção dos gestores e pesquisadores, mormente na área da saúde. Trata-se de abordagem introdutória, de caráter doutrinário, mormente normativo.</p><p><strong>PALAVRAS CHAVE:</strong> Consórcios; município; saúde.</p><p>ABSTRACT</p><p>Municipalities can form consortia to jointly develop the actions and services that suit them, according to the normative forecast. Therefore, public consortia consist of the union between non-profit entities of the federation, with the purpose of providing services and developing joint actions aimed at the collective interest and public benefits. These entities can be associated when constituted by the same sphere of government (horizontal form) or vertically, when constituted by entities from different spheres. Such in-betweens have acquired relevance, and should deserve attention from managers and researchers, especially in the health area.
