HACIA UNA NUEVA ESTRATEGIA DE INTEGRACIÓN EDUCATIVA

Resumo

Este trabajo analiza las tendencias centrales en el desarrollo contemporáneo de la Educación Superior y en especial las grandes líneas de orientación de ese desarrollo en el espacio educativo del MERCOSUR. Intenta identificar los desafíos centrales, caracterizar las líneas estratégicas de políticas públicas y formular alternativas válidas para hacer frente a dichos desafíos. La hipótesis principal del trabajo es que los cambios actualmente en curso continuarán profundizándose, como resultado de la nueva fase del desarrollo humano en las que nos encontramos y que, de diversas formas ha sido caracterizada por otros investigadores. También que la escala de esos cambios es de naturaleza global, lo que representa un desafío para esquemas de integración de fuerte impronta intergubernamental. Con base en la revisión de la literatura especializada y en el análisis de datos y fuentes secundarias, el trabajo concluye en que el Sector Educativo del MERCOSUR y, más aún, los actores sociales de la Educación Superior (incluyendo a docentes, estudiantes e instituciones) constituyen instancias claves para el diseño de una nueva generación de políticas de integración educativa, que priorice la articulación horizontal intrarregional, el desarrollo de un expandido capital social y la adopción de estrategias orientadas a una gestión comprometida del conocimiento, que permita dar respuesta a retos inéditos para la Educación Superior en cualquier tiempo.

ABSTRACT

This paper analyzes the main trends in the development of contemporary Higher Education, especially within the educational space of MERCOSUR. The article attempts to identify key challenges, to define strategic lines of public policy regarding Higher Education and to formulate alternatives to face these challenges. The main hypotheses of the paper imply that ongoing changes will continue as a result of a new phase of human development that has been described by several authors. These changes have a global nature, challenging domestic policies and carrying out a logics that strongly differs from that of Intergovernmentalism, which is the official methodology of the MERCOSUR integration schemes of a review of academic literature and the analysis of secondary data allowed the paper to conclude that Educational Sector of MERCOSUR as well as other social actors –like teachers, students and Higher Education Institutions has a central role to play in order to create a new approach of public policy. This approach needs more regional interaction and social capital, to be developed as well as the specific strategic to deal with knowledge management. MERCOSUR needs to formulate a new set of Higher Education initiatives and policies in order to deal with huge challenges ever faced before.
