O PLANEJAMENTO EM ÁREAS PROTEGIDAS POR SEU VALOR AMBIENTAL E AS FERRAMENTAS DE GESTÃO

Resumo

Este artigo propõe uma reflexão dos desafios da gestão territorial voltada a conservação ambiental, com intuito de fundamentar a ambrangência das áreas envolvidas e explicitar as instituições responsáveis neste processo.  Para tanto buscou-se fundamentar o uso e ocupação do solo, o planejamento territorial com enfoque a gestão de conflitos de uso do solo, o problema para implantação dessas áreas, práticas de uso do solo e os conflitos decorrentes e as responsabilidades institucionais pelas áreas com limitações de uso. A necessidade se faz, frente as inúmeras ocorrências da dinâmica social, que por desconhecimento, não busca a decisão correta nas questões territoriais que envolvem áreas protegidas por lei. Destacando-se que, o assunto não se esgota nesta iniciativa, até porque as causas e efeitos além de apresentarem-se muitas vezes complexas e adversas, o que envolveriam iniciativas jurídicas, tem-se as dinâmicas refletidas a partir das mudanças dos órgãos responsáveis, além das normativas que sofrem constantes atualizações. Destacando-se que para conter a degradação ambiental nos territórios, o papel dos municípios neste processo é muito importante, e tem se fortalecido, atuando de forma mais eficaz na gestão destes espaços.

ABSTRACT

This article proposes a reflection on the challenges of territorial management aimed at environmental conservation, in order to base the ambiance of the areas involved and to explain the responsible institutions in this process. In order to do so, we sought to base soil use and occupation, territorial planning with a focus on the management of land use conflicts, the problem for the implementation of these areas, land use practices and resulting conflicts and institutional responsibilities for the areas with Limitations of use. The need is made, faced with the numerous occurrences of social dynamics, which by ignorance, do not seek the correct decision in the territorial issues that involve areas protected by law. It should be emphasized that the issue is not exhausted in this initiative, because the causes and effects besides being often complex and adverse, which would involve legal initiatives, we have the dynamics reflected from the changes in the bodies responsible, Besides the norms that undergo constant updates. Noting that to contain environmental degradation in the territories, the role of municipalities in this process is very important, and has been strengthened, acting more effectively in the management of these spaces.
