AS CERTIFICAÇÕES ISO 9001 E SUA RELAÇÃO COM A INSISTÊNCIA NA LÓGICA BUROCRÁTICA

Resumo

Este artigo possui como propósito refletir sobre a relação do fenômeno das certificações ISO 9001 com o fortalecimento da burocracia na perspectiva weberiana.  Para atender a isso, foram estabelecidos três objetivos específicos, a saber: (a) conhecer o contexto em que surge e evolui a Gestão da Qualidade e o processo de certificação representado na ISO 9001; (b) analisar a evolução das certificações ISO 9001 ocorridas no período de 2002 a 2010 em diferentes regiões do mundo; (c) discutir a relação da evolução das certificações ISO 9001 com a manutenção da hegemonia da lógica burocrática. A natureza da pesquisa foi qualitativa, fazendo uso de pesquisa descritiva e bibliográfica. Constatou-se que a emissão de certificados de conformidade norma ISO 9001 cresceu significativamente em diferentes regiões do mundo, com destaque para países como China, Rússia, Itália e Brasil, reforçando a lógica burocrática como forma de racionalizar processos, com base na justificativa de melhoria de resultados. No que se refere à análise dos indicadores de certificações à luz dos princípios burocráticos na perspectiva weberiana, conclui-se que o processo de certificações é crescentemente buscado pelas organizações, denotando a insistência na lógica burocrática ainda como meio de melhorar seus resultados.

The iso 9001 and its relation to the insistence on bureaucratic logic

Abstract: This article has the purpose to reflect on the relationship of the phenomenon of ISO 9001 certifications with the strengthening of the bureaucracy in the Weberian perspective. To answer this, three specific objectives were established, namely: (a) knowing the context in which Quality Management and the certification process represented in ISO 9001 appear and evolve; (b ) analyzing the evolution of ISO 9001 occurred in period from 2002 to 2010 in different regions of the world; ( c ) discussing the relationship of the certification evolution of ISO 9001 with the maintenance of  the bureaucratic logic hegemony. The nature of the research was qualitative, using descriptive and bibliographic research. It was found that the issuance of conformity certificates of ISO 9001 grew significantly in different regions of the world, especially in countries like China, Russia, Italy and Brazil, reinforcing the bureaucratic logic as a way to streamline processes, based on the justification of improvement of results.Regarding the analysis of certification indicators in the light of bureaucratic principles on Weberian perspective, it is concluded that the process of certification is increasingly pursued by organizations, denoting insistence on bureaucratic logic as a means tofurther improve their results.
