Analysis of the price rebalancing process at the Mato Grande effluent treatment plant during the covid-19 pandemic

Abstract

The purpose of this paper is to analyze the rebalancing processes that took place during the Expansion and Modernization of the Mato Grande Sewage Treatment Plant, located in the municipality of Canoas/RS, Brazil, during the Covid-19 pandemic, between 2020 and 2022. The pandemic led to a halt in activities and a reduction in the manufacture and distribution of steel inputs and other raw materials in the sector, which consequently caused unprecedented inflation in the cost of civil construction production. In this context, the study looked at which items required price adjustments, how the calculations were made and whether the amounts were significant in terms of guaranteeing the continuity and quality of the work in question, analyzing the final effectiveness of the process and its ease of application during the course of the work. A qualitative descriptive study was carried out, analyzing the prices and values applied on site, calculating the total rebalanced value to arrive at the result, according to the Laurece Bardin analysis method. From the results, tables were created to compare the company's profit without the application of the rebalancing processes, where it was possible to see their importance in maintaining the viability of the work, as well as highlighting the major losses that were avoided by the company by making these adjustments.
